What Most Closing Cost Guides Miss About Brevard County

Flood Insurance

Flood insurance is not technically a closing cost. It is an annual premium. But in Brevard County, it is one of the most significant costs that affects buyer qualification and monthly payment. On barrier island properties in Cocoa Beach, Satellite Beach, Cape Canaveral, and Melbourne Beach, flood insurance is typically required because the property sits in a FEMA AE or VE flood zone. Annual premiums commonly run $1,500 to $4,000 or more. On the mainland, properties adjacent to the Indian River Lagoon or Banana River may also carry flood zone designations. Get the flood zone designation and an insurance quote before making an offer, the cost can add $125 to $350 per month to your housing payment and may affect your loan qualification.

CDD Fees

If the property you are buying is in a Community Development District (common in Viera and newer Palm Bay subdivisions) the CDD assessment appears on the annual property tax bill. This is not a one-time closing cost, but an ongoing annual expense of $1,000 to $3,000 or more. What matters at closing is whether there is an outstanding CDD capital assessment balance. If so, the purchase contract should address whether the seller pays off the remaining balance at closing or the buyer assumes it. Always request the full CDD disclosure and understand the bond payoff schedule before you sign.

Citizens Insurance Assignment

Some sellers in Brevard County carry Citizens Property Insurance Corporation policies, Florida’s insurer of last resort. These policies can often be assigned to the buyer, which avoids the need to find new coverage in a market where private insurers have pulled back from coastal risk. If the property has a Citizens policy, get the four-point inspection done early in the transaction. The four-point inspection covers the roof, electrical, plumbing, and HVAC systems and is required for Citizens policy assignment.
