Horizon West Real Estate: Southwest Orange County’s Master-Planned Growth Engine

Horizon West is not a city. It is a master-planned community framework covering a large section of southwest Orange County, roughly bounded by the 429 to the north and east, US-192 to the south, and Lake County to the west. It was designed as a series of interconnected villages, each with its own town center, parks, and amenities, governed by a combination of HOAs and CDDs. It is one of the fastest-growing residential areas in Florida and has been for the better part of two decades.

The primary sub-markets buyers search are Hamlin, Bridgewater, Independence, and Summerport. Prices run $400,000 to $700,000 for most product, with some luxury custom and semi-custom above that. I have been licensed in Orange County for 26 years and I have watched Horizon West grow from cattle pasture and citrus groves to one of the most active new construction markets in the state. What I tell every buyer considering this market: understand the CDD structure before you fall in love with a model home. The numbers matter here more than anywhere else in Orange County.

The Villages

Hamlin (The most developed village with a functioning town center. Hamlin Town Center has grocery, restaurants, fitness, and retail) it is the closest thing Horizon West has to a downtown. Lake Hancock frontage gives some homes lake views and community-level lake access. Newer construction from Toll Brothers, Pulte, and other national builders. Prices run $450,000 to $700,000 and above. This is the highest-demand village right now and commands premium pricing within the Horizon West framework.

Bridgewater, Directly adjacent to Hamlin with good 429 access. Mix of townhomes and single-family homes from multiple builders. Prices run $380,000 to $580,000. Active builder presence means buyers can still find new construction inventory without extended wait times. Bridgewater is where many first-time Horizon West buyers land, the price point is more attainable than Hamlin without sacrificing the location advantages.

Independence, An earlier-phase village that is more established than Hamlin or Bridgewater. Lake Speer access gives some lots lakefront or lake-view premium. Prices run $400,000 to $650,000. Mix of resale product and remaining builder inventory. Some of the larger lots in Horizon West are in Independence, buyers who want a bigger yard should look here first.

Summerport (The easternmost village, sitting on the Winter Garden and Windermere edge. Older construction relative to Hamlin) most homes built in the 2005 to 2015 window. Prices run $400,000 to $580,000. Good school zone proximity. Summerport has a more settled, established neighborhood feel compared to the active construction zones of Hamlin and Bridgewater.

CDD Fees: The Horizon West Reality

Every village in Horizon West carries CDD fees. This is non-negotiable. It is built into the development model that funded the roads, utilities, parks, and infrastructure from bare land. Annual CDDs run $1,500 to $5,000 and above depending on village, phase, and whether a capital assessment bond balance is outstanding.

On newer construction, the capital assessment can be significant. Some communities have bonds that run $20,000 to $40,000, paid either annually as part of your CDD bill or as a lump sum at closing. This is money that funded the infrastructure, the roads you drive on, the parks your kids play in, the drainage that keeps your neighborhood from flooding. It is a legitimate cost. But it is a cost that buyers must understand before signing a contract.

Always request the full CDD estoppel before making an offer. This document shows the annual assessment, the outstanding bond balance, and any special assessments. It is standard practice in this market, any listing agent should provide it automatically. If they do not, ask. If they cannot, that is a red flag.

HOA fees are separate from CDDs and cover community-level amenities, pools, fitness centers, playgrounds, common area maintenance. Budget for both. On a typical Hamlin home, the combined annual CDD plus HOA cost can run $4,000 to $8,000 per year. That is $333 to $667 per month on top of your mortgage, taxes, and insurance.

New Construction

Horizon West has more active new construction than any other sub-market in Orange County. Toll Brothers, Pulte, Meritage, Dream Finders, and David Weekley all have active communities with inventory and build-to-order options. Builder incentives are standard, rate buydowns, closing cost credits, design center upgrades. Negotiate from the base price, not the incentive package. The incentive is a marketing tool, not a discount. The base price is where the real negotiation happens.

Builder contracts in Florida are written by the builder’s attorney to protect the builder’s interests. There are provisions in most builder contracts that favor the builder on timeline extensions, material substitutions, and deposit terms. Have your own broker and your own attorney review the contract before you sign. This is not optional. It is how you protect a $500,000 purchase.

Schools

Horizon West has its own high school, Horizon High School, which opened in 2019. Before that, all students fed into West Orange High School in Winter Garden. The addition of Horizon High was a meaningful upgrade for the community, shorter bus rides, local identity, and a school that was designed and built for the population it serves.

The feeder pattern includes several elementary and middle schools within the Horizon West framework. School assignment is address-specific, verify before buying, especially in communities near the Lake County line. Some properties that appear to be in Horizon West may feed into Lake County schools depending on the exact boundary, and the distinction can affect both school quality and property values.

The Disney Proximity Factor

Horizon West is roughly 15 to 20 minutes from Walt Disney World via the 429 Western Beltway. This creates a meaningful renter and short-term rental buyer population in some communities, buyers who see the Disney proximity as an income opportunity. However, most HOAs in Horizon West restrict short-term rentals. If you are buying as an investment with STR intent, verify the HOA rules before making an offer. Violating a short-term rental restriction can result in fines, legal action, and forced termination of the rental operation. The HOA rules are enforceable, and they are enforced.

For buyers who work at Disney or the surrounding tourist corridor, the commute via the 429 is one of the most efficient in the region. No I-4 congestion, toll road access, and 15 minutes door to door. That commute advantage is a real quality-of-life differentiator.
