I have been licensed here for 26 years. What that teaches you is that every submarket in this county has its own economics, its own buyer profile, and its own set of questions you need to answer before you write an offer. A home in Lake Nona and a home in College Park are not just different properties. They are different purchases with different cost structures, different appreciation dynamics, and different risk profiles.

This guide covers every major submarket in Orange County, the CDD fee reality that every buyer must understand, the new construction vs. resale tradeoff, and the closing cost numbers you will see on your disclosure statement.

Where Buyers Are Looking in Orange County

Lake Nona (32827)

The most heavily promoted submarket in Central Florida. Medical city anchored by Nemours Children’s Hospital, UCF College of Medicine, VA Medical Center, and KPMG’s training facility. USTA national headquarters. Modern infrastructure, A-rated school campuses, extensive 44-mile trail system, and strong community programming. Price range $380,000 to $900,000 and above for luxury waterfront. CDD fees run $2,000 to $4,500 or more per year with capital balances that can exceed $20,000 on newer-phase lots. Buy here if you work here or genuinely value the medical city proximity and amenity package. Understand the CDD fully before you sign, the annual assessment alone does not tell you the full cost story.

Winter Garden / Horizon West

The fastest-growing corridor in Western Orange County. New construction dominates Horizon West with multiple active builder communities offering modern floor plans and buyer incentives. Strong school access across the Western Orange corridor. Excellent 429 connectivity to Disney employment centers and I-4. Price range $380,000 to $650,000 in Horizon West; downtown Winter Garden’s historic district offers resale townhomes and bungalows at walkable prices from $280,000 to $420,000. CDD and HOA fees are common in newer communities. Downtown Winter Garden (with its brick streets, plant street market, and established retail) offers a fundamentally different buying experience than the surrounding new construction. Both markets are active and both reward buyers who are pre-approved and decisive.

Windermere

Old money Orange County. The Butler Chain of Lakes is the most sought-after waterfront address in Central Florida, country club communities, custom lakefront estates, and some of the finest residential properties in the state. Dr. Phillips school zones. Price range $600,000 to $4 million and above. Low inventory, properties here trade on relationships and local knowledge, not marketing campaigns. If you want a lake house in Windermere, you need an agent who knows which lots come available before they hit MLS. Start the conversation before you are ready to buy, the right property in Windermere rarely waits.

Dr. Phillips (32819)

Established luxury corridor anchored by Restaurant Row, Bay Hill, and Arnold Palmer’s neighborhood. Top school zones including Dr. Phillips High School. Universal Studios proximity creates both lifestyle appeal and employment-driven demand. Strong resale market with consistent buyer interest. Price range $450,000 to $1.5 million. Less CDD exposure than Lake Nona, most communities here have traditional HOA structures with established reserves. One of Orange County’s most consistently sought-after submarkets and one of its safest long-term holds.

Baldwin Park

Urban infill done right. The former Orlando Naval Training Center was converted into a mixed-use walkable community with brick-lined streets, a town center with retail and dining, Lake Baldwin park access, and genuine pedestrian-scale urbanism. Price range $420,000 to $900,000. High demand, consistently low inventory. No CDD (HOA only. Resale only) no new construction available. Popular with move-up buyers who want walkability and architectural character without suburban sprawl. The buyer who understands what Baldwin Park is (and many do, because they came from cities that had neighborhoods like this) will compete aggressively for it.

College Park

Original Orlando. Bungalows and craftsman homes from the 1920s through 1960s on tree-lined streets. Edgewater Drive commercial strip with restaurants, coffee shops, and local retail. Lake Adair access. Price range $350,000 to $700,000. Character and authenticity that new construction cannot replicate. Some deferred maintenance risk in older homes, get a thorough inspection from an inspector experienced with pre-1970 construction. High demand from buyers relocating from northeastern cities who recognize urban walkability and neighborhood character when they see it.

East Orlando (Waterford Lakes, Stoneybrook, Avalon Park)

Family-oriented planned communities east of UCF. Stoneybrook is a gated golf community. Waterford Lakes is a retail-anchored master-planned community with a major shopping center. Avalon Park has its own town center. Good school access, suburban infrastructure, and below-median price points for Orange County. Price range $300,000 to $480,000. Longer commute to West and South Orange County employment centers. Best for buyers who prioritize value, school access, and suburban amenities over commute efficiency.

MetroWest / Hunters Creek

Southwest Orange County’s value corridor. Disney employment proximity, established infrastructure, and aging HOA communities that have had time to build reserves, or not. Check the HOA financials before you commit. Hunters Creek has modest CDD fees ranging from $500 to $1,200 per year. Price range $240,000 to $420,000. Popular with first-time buyers, investors seeking cash-flow rental properties, and buyers employed at Disney or Universal who want a short commute at accessible prices.

Apopka / Ocoee (Northwest Orange County)

The county’s fastest-growing area by population percentage. New construction is active across multiple builder communities at below-median prices for comparable square footage. The 429 expansion is improving connectivity, but infrastructure has not always kept pace with population growth. Price range $290,000 to $500,000. School quality varies significantly, verify by specific address through the Orange County Public Schools district tool. The growth story here is real; buyers who do their homework on school zones and commute patterns will find genuine value.

CDD Fees: The One Thing Every Orange County Buyer Must Understand

If you buy in a master-planned community in Orange County (and that includes Lake Nona, Hunters Creek, most of Horizon West, and parts of Apopka) you will pay CDD fees. There are two numbers you need to know, and most buyers only ask about one of them.

The annual CDD assessment is the amount you pay each year. In Lake Nona, this ranges from $2,000 to $4,500 or more. In Hunters Creek, $500 to $1,200. In newer Horizon West communities, $1,000 to $3,000. This number shows up on your tax bill and is easy to find.

The capital balance is the remaining infrastructure debt tied to your specific lot. This is the number most buyers do not ask about, and it is the one that matters most. In some newer Lake Nona phases, the capital balance exceeds $20,000. That balance is what generates your annual assessment. It does not go away when you sell. It transfers to the next buyer, which means it affects your resale price. If two comparable homes are identical except one has a $22,000 capital balance and the other has a $5,000 balance, the market prices them differently.

Before you make an offer in any CDD community, request both the annual assessment and the capital balance in writing. If the seller or listing agent cannot produce them, request them directly from the CDD district office. Never buy in a CDD community without seeing both figures. This is not negotiable advice. It is essential due diligence.

New Construction vs. Resale in Orange County

Orange County has one of the most active new construction markets in Florida. Builders across Lake Nona, Horizon West, Apopka, and Ocoee are offering incentives (interest rate buydowns, closing cost credits, upgraded finishes) to move inventory. These incentives are real and valuable. They also come with tradeoffs that most buyers do not fully appreciate until they are deep into the process.

Builder contracts are proprietary documents written to protect the builder. Negotiation flexibility is limited. Closing timelines are estimates, not guarantees, construction delays are common and largely outside your control. CDD capital balances on new lots are typically at their highest because the infrastructure debt has not yet been paid down. And the builder’s preferred lender requirement (common with most incentive packages) means your mortgage options are constrained.

Resale inventory in Orange County is tighter, priced by market comps rather than builder margin targets, and located in established neighborhoods with mature landscaping, proven HOA governance, and known school performance. You close faster, you negotiate with a motivated individual seller rather than a corporate entity, and you skip the construction timeline risk entirely.

School Zone Verification

Orange County Public Schools serves one of the largest and most diverse student populations in Florida. School quality varies dramatically by individual campus, not by zip code, not by city name, not by HOA community. A home one block from your target address can feed a completely different school. Before making any offer, verify the exact school campus assignment for your specific address through the district’s online boundary lookup tool. In Orange County, this step is not optional. It is the single most important piece of due diligence for any family buyer.
