Orange County Closing Costs Guide

Orange County, Florida Closing Costs: Complete Buyer and Seller Breakdown

I have been brokering transactions in Orange County for 26 years, and the question I hear most often from both buyers and sellers is the same one: what will closing actually cost me? The answer in Orange County is more complex than in most Florida markets, not because the standard fees are different, but because this county’s CDD fee landscape adds a layer of cost analysis that most closing cost guides completely ignore. If you are buying in Lake Nona, Hunters Creek, Horizon West, or any master-planned community, the CDD capital balance on your specific lot may be the single largest variable in your true cost of ownership.

This guide covers every line item you will see on a closing disclosure in Orange County (for both buyers and sellers) plus the CDD and HOA considerations that are unique to this market.

What Most Closing Cost Guides Miss in Orange County

CDD Fees: Two Numbers You Must Know

The annual CDD assessment is what you pay each year, typically $500 to $4,500 or more depending on the community. Lake Nona runs $2,000 to $4,500 per year. Hunters Creek runs $500 to $1,200. Newer Horizon West communities fall in the $1,000 to $3,000 range. This number appears on your property tax bill and is relatively easy to find.

The capital balance is the remaining infrastructure debt tied to your specific lot, the amount that was financed to build the roads, utilities, and amenities in your community. In newer Lake Nona phases, this balance can exceed $20,000. It generates your annual assessment and does not disappear when you sell. It transfers to the next buyer. Request both the annual assessment and the capital balance in writing before making any offer. If the seller or listing agent cannot produce them, request them directly from the CDD district office. This is the single most important piece of cost due diligence in Orange County real estate.

HOA Estoppel in Large Planned Communities

Orange County’s major HOAs (Lake Nona, Hunters Creek, Windermere) can take 10 to 15 business days to process estoppel requests. The estoppel letter confirms the seller’s current balance, any outstanding dues, and any pending special assessments. Order it early in the closing process. Rush processing is available in some communities but not guaranteed. Delays in receiving the estoppel letter are one of the most common causes of closing date extensions in Orange County.

New Construction Closing: Builder Contract Terms

Builders in Orange County use proprietary purchase contracts with limited negotiation flexibility. Closing cost credits offered by builders are real and valuable, but most require you to use the builder’s preferred lender. Read the contract terms carefully, particularly around specification changes, completion timelines, and completion guarantees. Builder closing timelines are estimates. Construction delays are common and largely outside your control. Budget extra time and understand the contract’s provisions for delay.

Flood Zone: East Orlando and Conway

Properties near the Conway chain of lakes and portions of East Orlando near wetlands sit in FEMA-designated flood zones. This is not a countywide issue, the vast majority of Orange County is not flood-prone. But in affected corridors, flood insurance is required by lenders and adds $1,500 to $3,500 per year to your carrying costs. Verify FEMA flood zone status for any property near standing water before closing. A flood zone determination costs approximately $20 and takes minutes. It is the cheapest insurance against a surprise carrying cost.

Commission Post-2024

Per the NAR settlement effective August 2024, buyer agent compensation is separately negotiated on a per-transaction basis. Sellers are not required to offer buyer agent compensation on MLS. As a buyer, understand your representation agreement and how your agent is compensated before you begin viewing properties.
